BACKGROUND:
Nobel Women’s Initiative is led by seven women Nobel Peace Prize laureates - Jody Williams (USA), Shirin Ebadi (Iran), Tawakkol Karman (Yemen), Leymah Gbowee (Liberia), Rigoberta Menchú Tum (Guatemala), Narges Mohammadi (Iran) and Maria Ressa (Philippines). Women are crucial to attaining lasting peace, and yet in times of war and conflict they are seen as victims, and too often excluded from formal peace-building processes. The laureates work together to use the platform and access that the Nobel Peace Prize offers to elevate the voices and support the work of women peace activists around the world.

THE OPPORTUNITY
Nobel Women's Initiative is recruiting for a Policy Analyst Consultant to support and inform preparations for a delegation led by Nobel Peace Prize laureates Jody Williams and Tawakkol Karman to Jordan and the West Bank in November 2024. This important position will provide expert analysis and support, including presenting an overview of the political dynamics in Israel, the Occupied Palestinian Territories (OPT) and the wider region, and presenting recommendations on policies impacting the OPT and Palestinian refugees in neighboring countries. The consultant will apply a gender lens to the analysis provided, to understand and address gendered dynamics of the long-standing occupation, the escalation of the conflict, Israeli military aggression, as well as the wider political and policy landscape. The analyst will advise where Nobel Peace Prize laureate voices can add strategic value.
The Policy Analyst will report to the Executive Director.
AREAS OF RESPONSIBILITY
Political and Policy Analysis: (55%)
- Provide comprehensive analysis of the political landscape, including relevant policies and interventions related to the Occupied Palestinian Territories and Palestinian refugees, focusing on gendered impacts.
- Prepare detailed briefings, reports, and policy papers for the delegation, highlighting the context, current developments, key findings and recommendations.
- Remain on standby to respond to urgent requests during the delegation, offering prompt and real-time analysis and recommendations based on evolving needs and situations presented by the delegation.
- Ensure that all analysis includes insights from gender experts and local civil society to enhance understanding and integration of local and gender considerations in policy recommendations and advocacy materials.
- Provide comprehensive analysis of the escalation of the conflict and its implications for regional stability.
- Assist in the development of advocacy materials and strategies to promote gender-sensitive policies and responses.
- Synthesize data from multiple sources, including field reports, academic research, government publications, and partner insights.

Identify key trends and challenges, and provide actionable recommendations for policy interventions, strategic stakeholder coordination, and advocacy strategies with a gender-sensitive approach.

Contribute to monitoring and evaluation efforts, if requested.
Stakeholder Engagement and Collaboration: (30%)
- If required, engage with key stakeholders, including representatives of local and international organizations, experts, government bodies, and community groups to gather insights and identify key issues.
- Assist in identifying and establishing connections and relationships with key strategic partners and influential individuals who could provide valuable insights, consultations, or collaborative opportunities for the delegation.
- Organize and facilitate briefings and information sessions for NWI staff, delegation participants, the laureates and partners, as needed.
- Support building and maintaining effective communication with stakeholders and decision-makers to influence policy outcomes.
- Acts as a trusted and respected colleague, providing counsel and support to the Executive Director, Advocacy Coordinator, laureates and colleagues as needed.
ProcessPost-Delegation Support: (15%)
- Provide technical support to assess the outcomes, effectiveness and impact of the planned activities. This includes supporting analysis and contextualization of the compiled information and data during the delegation.
- Contribute to the preparation of post-visit reports, documentation, and follow-up material as needed.
- Provide support in following up with key stakeholders and partners that were met during the delegation to maintain relationships, share outcomes, and explore potential next steps or collaborative opportunities.
- Incorporate feedback received during and after the delegation into strategic recommendations or adjustments for future delegations or related initiatives.
- Participate in review meetings with the delegation team to discuss lessons learned, best practices, and propose improvements for future delegation activities.
ABOUT YOU
Required Knowledge, Skills, and Abilities:
- Proven experience in political and policy analysis, particularly in contexts involving conflict, displacement, and occupation, with specific expertise in the Occupied Palestinian Territories (OPT), neighboring countries, and the Levant region.
- Demonstrated ability to apply a gender lens to political and policy analysis and recommendations, with a focus on the gendered impacts of the conflict in the OPT and neighboring countries.
- Excellent analytical and writing skills, with the ability to present complex information clearly and effectively.
- Strong interpersonal and communication skills.
- Strong organizational and time management.
- Proven advocacy and diverse stakeholder relationships experience in an international and multi-cultural context; experience working in peacebuilding, feminism, gender equality, and disarmament, particularly related to women, peace, and security issues in the context of the OPT and the wider region.

Demonstrated success in building positive relationships, inspiring collaborative work among colleagues and stakeholders, and ability to organize work with others.

Access to key policymakers and enhanced connections with women’s movements, with a specific focus on those relevant to the Palestinian conflict and regional dynamics.

Solid knowledge of and experience with advocacy strategies, policy, and political analyses, particularly concerning the OPT, neighboring countries, and regional players.

Potential need for the consultant to travel to the region and accompany the delegation, subject to confirmation.

Proficiency in Arabic is highly advantageous and desired for this role.

Commitment to the work and principles of NWI, particularly a passion for gender equality, building peace, defending justice, and championing equality for all.

Education and Experience:
Graduate degree preferably in one or more of the following fields: law, gender, women’s rights, peace, international relations, human rights, social sciences or related disciplines. Minimum seven to ten years of relevant work experience, with prior experience in NGOs, international and/or campaign organizations being an asset. Equivalencies in education and experience will be considered.
